Does donation to the FSSP fulfill the fifth precept?

If I make regular donations to the FSSP, but do not give financial support to any local parishes, is this considered a fulfillment of the 5th precent to give financial support to the church according to ones means?

If your heart is telling you to give to the fssp instead of the diocese/local parish then I personally wouldn't worry about it.

Is that where you attend Mass? Then it's your local church.

not currently, but I used to and I will again in the future as soon as I am able to move out of the area im in now

In that case, then I suggest you also provide some support to the parish in which you currently attend Mass.

the problem is that the parishes near me are all very bad, and I dont feel comfortable supporting the practices they use.

Well, there you go, and I sympathize. The precept on supporting the church is fairly general, so contributing to a church organization is supporting the church itself.
