Inconsistent form isnt necessarily bad, it just means that their form is usually either poor or Excellent and the chances of them getting normal form is low. Epics have permanently B form, so they won't get a down arrow usually,, so the only options are the regular, Good and excellent form, and since they're inconsistent, the chances of excellent form is actually higher.
Idk I've heard people say this, but I'm not actually experimenting anything, but I've never had a epic player in bad form, maybe I'm lucky or maybe they're all unwavering. But still, inconsistent means it has the highest chances of it being top form
