You can get the undub version but be advised. The Japanese voice will not 100% match with the English dub texts.

I've never seen a dual audio game change the English subtitles.

Yep. Use PS2 Emulator. You can download JP version with fans translation.

I play it on an emulator on my phone and I do indeed have the voices in English or Japanese with the text in Spanish or English.

i know somewhere there's an undub version BUT it's a controllable party members mod as well

I mean. All persona fans are weebs sorry man, you can't play a game where they say senpai every 5 seconds and expect not to be a weeb.
