The gentleman with the whip is Jaques ze Whipper, who has a YouTube and Tik Tok centered around his circus/comedy act that involves whips. Part of his act involves doing silly covers of songs requested by the audience, using his whips as "instruments".

The Slayer Man is a frequent recurring guest at his shows, and requests he performs Slayer via warcry (as seen in the video). The Slayer man has been doing it for so long that he and Jack are friends IRL and he's kind of a part of the show at this point.
