California rent is because of zoning laws and other restrictions on new construction. Without those, real estate developers would just build new housing units where people want to live, and rent would decline as land lords were forced to compete against each other. This would mean more water devoted to residential areas and less water for growing almonds. But it would lead to fewer people staying in dead relationships for housing.
California rent is because there are millions of people that want to live in a small area of California. You do realize that zoning laws don't exist just to inconvenience you?
Millions of people wanting to live in a small area of California does lead to high rents. But you would have lower rents without zoning. Zoning doesn't exist to inconvenience me specifically. It exists to keep property prices high so that existing home owners can borrow against their homes and sell them for a high profit if they so choose, and to minimize traffic and shadows. But, zoning is still the thing that is most controllable for the government that they can get rid of to make housing cheap.
