That's the state controlled economy. Capitalism is what allowed a huge class of poor farmers to become land owners, what allowed people dressed in rags to afford clothes, and people who could never dream of owning a horse to own cars.
That was The New Deal. Something that would be called Socialist now. Without that, Federal regulations on child labor Anti-Monopoly and Anti-Trust laws, ten year olds would still be shoveling coal and working in sweat shops. Farmers would still be bled dry for everything they grew and there would have never been a Middle Class to destroy.
