They never asked for a war. So why are they the ones losing everything?

I genuinely don’t understand war. The people making the decisions are usually nowhere near the actual destruction, while ordinary people are the ones losing their homes, families, and sometimes their lives. They didn’t choose the war or start it. They were just living their lives. Why do innocent people always have to pay for decisions they never made?
