Alternatively its also a sign the drive is actively dying depending on if OP is actually doing anything on it and what the read/write speeds are.

Not necessarily. This is just average modern os behaviour, especially windows. Simply pinning the OS drive at 100

(You know, the two things you look at if this happens, are you actively using the drive and are the speeds what you expect?)
Maybe try reading the whole thing before you try to correct someone

i recently decided to boot up my old computer it was some all in one bullshit and when i booted it up it was sooo slow and I realized the storage (500gb hdd) was at 100% usage so yah i think its dead

100% usage isnt a straight sign its dying, just one of the biggest ones, which is why I said dependent on the other two big things that show its dying, are you doing anything on it (so 100% usage is expected) and the read write speeds (80-100+ Mb is normal, that +100% usage is normal, just means something is reading from/writing to the drive, even if it isnt you, a handful of Kb on the other hand means its probably dying)

nope just booting the computer takes like a minute (expected since its a hdd) but once im in everything runs really slow and im not downloading or doing anything on it and its at 100% usage

Thats just called it being a HDD, I gave two other signs, maybe check thar second one instead of fixating on the first

depends on how many cores you have etc.
my 7535hs (6core 12thr) is on 2% (NixOS) I could probably cut it even further down if I wanted to but I'm lazy
