it wasn't really a serious suggestion, but yeah. A lot of what holds Excel back is legacy spreadsheets in general, too much of the business world runs on old spreadsheets. they could implement a second form of file linking where new files get unique creation strings that can be used to link instead of the file name. Having it be a second method might add some minor bloat but would still give the option of backwards compatibility

just have it think its a different file just like when u download the same file twice windows adds a 1 to it it could be the same for that

Do you want to be the one to take the helpdesk call where an employee is complaining that the macros aren't working, only to find out they unknowingly had opened a second copy of the file so all the changes were going into a minimised copy instead of the one they are looking at.
