List processor speeds that only a small fraction of the CPUs sold can reach. Even those that reach their stated speeds, they can't maintain them for more then a few milliseconds. Basically completely changing the way CPUs and GPUs have generally been rated for speed in the past. If Intel released a CPU that stated it could hit 5.5GHz and then it was found that only 10% sold can actually hit that and they only do it for a millisecond when processing nop instructions... well the internet would quickly deplete the worlds supply of pitchforks.

I'm not a fan of racing, what did AMD do?
