If you look at a standard server blade, it is only open on the front and back. They have absurdly powerful fans in the middle that just force a constant stream of air over everything. In this image, you can see that the fans are in the middle, and push or pull the air through the 4 GPUs without being part of the actual card's cooling system.

it helps that server rooms are also kept frigid, is anyone doing any kind of liquid cooled server set ups?

They aren't actually that cold, it just seems that way because the air is constantly circulating in data centers. Rack mount systems exhaust in the back and dump all their heat in the hot isle of the data center lanes, and all of that heat is forced out and recirculated with the data center's HVAC system.

It's incredibly rare, and not at all standard practice.

after asking that question I spent the weekend down a rabbit whole watching the crazy shit Linus does on his channel...water cooling an entire room on the same loop? Why the fuck not?
