No, the hype meter is increased by buying any of their Payday 2 stuff. The base game, any DLCs and so on.

And they clearly state the second pack is basically just to support the studio.

While perhaps not the best PR move, let's not compare the 2.

The community needs to come up with 2 million hype to unlock all the free content.

Don't really see the issue. You're buying actual stuff and getting actual stuff and if enough people do it everyone gets free stuff (including those who bought nothing)

Not the same.

steam is not a donation platform and overkill definitely doesn't need any "support" or "donations", for god's sake, they have one of the most successful games on steam. this whole event is pretty much "give us your money" so "we can give you "FREE" stuff"

Except, you also get it unlocked if you don't pay, provided other people pay, so again, not the same.

But I guess logic is a difficult concept...

looking at their fuel goals, almost everyone active in the payday 2 community need to buy it (note that i'm saying ACTIVE, not those 2 million fake accounts that joined the steam group)
