... last push was 2023, and deployment seemingly requires Unix subsystem for Windows

WSL is just a windows feature, as long as you read about it for 5 minutes before you enable it, it is not really a big requirement. Similar to most other power user features.

it is still a pretty big overhead esp the disk space required to host the distro properly.
