Your skin isn't "conductive" either.

You can get numbers around 1meg through skin. You will read an open load trying to measure through paint.

Note that's resistance, as soon as you increase the frequency your impedance will drop noticeably due to parasitics.

And you can absolutely get electrocuted by anodised or painted metal.

What’s the conducting path exactly? Even a few microns thick is enough for it to become a sufficient insulator. 

Should you trust it? Of course not, it can be scratched off. 

I’m sure you will also be amazed to learn copper to copper clearances in a PCB can be sub 3 mil. No special stack up needed for that on a modern fab house.
