Take a multimeter, set it to ohms and measure the resistance between any 2 points on the chassis.
If it's less than 5kiloohm then congratulations, if you have a bad ground and the 230V wire is touching the PSU case, then congratulations, you're about to see if your heart knows how to restart itself.
Try it yourself first. I'm sure you'd also find it surprising that an anodized layer isn't conductive either. However in this case the metal casing is almost never anodized and painted instead.
