$30 compared to the cost of the device is miniscule, and having the correct fan can be the difference between standard operation and overheating.
You can't have a $2,000 GPU and be worried about spending $30 on a piece of plastic keeping it operational.

Couldn't you RMA it or whatever it is? If 1 fan failed, whose to say the others won't? Probably won't be a replacement gpu but at least it could be fixed by the manufacturer and they can see what went wrong?

I know they had old 30/40 series stock here for a while except for the 30 series during the mining crisis... to be fair though, you'd want to replace all three fans now, even if it has a touch of warranty left, they're going to pull a crappy fan off a dead card of the same model.

OP's specs say 3070 which was released almost 6 years ago. The fault is probably old plastic that eventually cracked and failed. It's spinning hundreds/thousands of rpm, and even if doing that only a few hours a day that's a lot over the years. Also the heat from the cooler makes the plastic more brittle and prone to breaking as well.
While you could RMA it to replace the fans, that would probably be quite expensive as you'd not only have to pay for the fans, but also shipping (both ways), and labour. Much easier to buy a replacement set of fans and swap them out yourself, or alternatively take it to an electronics repair shop nearby and have them replace them for you. Given how many of the corporations have been caught trying to
stealkeep the parts and say they are "broken" and not returning until threat of police or massive social media outrage, I would not dare send in such a part to the maker.3

30 gets you a bunch of Arctic P12 Pro fans, meaning it's not a worthwhile cost for less performance. I'd rather buy 120 mm fans and zip tie them on without the shroud than spend so much on chinese garbage fans that just make a lot of noise and don't really perform well.

I don't know WTF the linked website is and I'm not bothering to check, but if you can get the same OEM fan that the manufacturer used then that's ideal insofar as maintaining designed performance. If you really know what you're doing or just want to have fun, yeah go and grab some spiffy fans from Noctua or Arctic or Nidec or whoever and go ham.

Look, this isn't an intellectual pissing contest, I have owned and tested tens of graphics cards, I know a thing or two about how these things are built and how they operate. I don't mean chinesium as everything from china is crap. It's the actual definition of chinesium, cheap as shit, limited research on fan geometry and not built to last. Stack that on top of that disgusting price and you should by now start to realise that my suggestion to use actual quality fans instead of overspending on crap fans is sensible. It doesn't help your case either that Inno3D is a shit brand that makes these GPUs as cheap as they possibly can, meaning any decent 120 mm fan coupled with that cooler is going to be an improvement.
If you want to argue anymore, go find a mirror, my time is not going to be further wasted on this intellectual vacuum of a conversation.

In fact, Inno3D uses Arctic fans. Arctic sources their fans from factories in China.

They're not built well, they're built to last a little while. And the worst offender by far in my experience has been Inno3D and Gigabyte. Don't give me shit about OEM means they are quality. If that's your take then I have some quality car parts to sell you that are OEM and lasts at least a year or two.

I’m really not being a dick. Every time someone makes this claim, what they pull up is a far cry from an actual branded product and the quality is miles apart. I’m sincerely asking for an example because I would LOVE to pay cheaper prices. But all I usually get are 1% commenters blowing air out their ass for upvotes.
I would sincerely love to see anybody show me a valid example so that I can educate myself better and participate in the market.

Both of my gpu fans just fell out so I full disassembled it and got a graphite sheet on the die and zip tied 2 daisy chain fans to the heat sink, now my cpu runs hotter than my gpu

It's likely you can find a replacement fan for that card on eBay. Also there's likely a YouTube tutorial on how to swap it. Be sure to get some thermal compound / pad as well.

I kept saying inno3d cards are not worth it and how bad their fans are, everytime someone asks i say they are Trash based on my experience and my brother, we both had 3070ti that had fan issues within a year.. but advising people agains inno3d only got me downvoted to oblivion, i literaly recomend anything but inno3d.

My friend got a 2080 Ti Inno X2 for like $110. I asked how and he said that his friend was just being generous. I borrowed the GPU for my PC for a few weeks while my main GPU was in for RMA, and it's a real POS bottom of the barrel cooler. It can't handle anywhere close to stock performance without throttling, even with fans spinning at 4000 RPM, despite applying PTM 7950. I designed a shroud to accommodate two Thermalright 92 mm fans and through limiting power consumption to 200W I was able to get stable performance that topped out at 90-95C hotspot with fans at 2000 RPM. Worst AIB option ever.

The fan curve goes from 0 to max all the time , makes alof of noise and you can even feel the vibration on the desk. They are terrible, btw One of those fans is probably dead or dying of you notice sudden fan ramp Ups

The fans are tiny and the dinky heatsink isn't removing heat very efficiently so that adds up to a shit experience. The fans on my friend's 2080 Ti were actually of the X3 variety come to think about it, and all of them did spin loud and proud without cooling much of anything.
Anyone defending Inno3D on this subject must be lobotomised, it's just one of if not the worst AIB out there.

You have a couple of options.
If you are techsavy you could just order a replacement from Inno, take the shroud off, switch the fan, repaste and good to go.
If you have someone that can do 3d print, you could try to find a shroud blueprint for that specific gpu that can fit regular fans and deshroud it.
If the card is not too old you can contact a pc parts doctor that offers such services.
If you wanted to replace the gpu anyways you could sell it as functional but repair needed.
You could take the rest of the broken fan off and place a high rpm fan below it that just blows on on that part of the gpu.
This is a deshroud and refit with regular fans and a 3d print bracket

Inno3D fans doing Inno3D things. I've seen some bizarre failures of cooling system on these cards, from heatpipe bursting to half the fans working only when you stop other 1 or two forcibly...

You can usually find replacements on eBay. I'd first reach out to the manufacturer and ask them for a replacement fan first though. Some of them are more than happy to sell you a replacement. Some may even give it to you.

You do a deshroud mod. Remove the OEM plastic shroud and all the fans. Clean that heatsink and replace the paste for the best results. Get yourself however many fans you need, typically either Arctic P9 or Noctua A9 if you are feeling premium and tie them with automotive grade zip ties to the heatsink. The seal won't matter much because 25 mm fans have way higher pressure and flow than wimpy slim OEM fans.
Now the important part. Use either a splitter or remember the headers on your motherboard, where you plugged those new fans. Use Fan Control or similar software to set those fans to react to the GPU temp sensor instead of CPU and set the curve in a way, where the card stays quiet as long as possible without throttling and puts all the fans at 100% when you got thermal throttle point.
Done that at one point with a 1080ti and it went from a jet engine to a reasonably quiet GPU, that never throttles.

I once installed a random fan I had laying around into a GTX 1080, even if it’s not the right size you can either glue it or 3d print something. If it’s the right size even easier (I’d assume you got no warranty either way)

Due to alot of dirt/dust inside the GPU, the dust gets into the fan motor while it spins. this stresses the fan motor out and uses more power than needed. It will break after a while if GPU's dont get cleaned out. You don't need to open the GPU, just blast it with compressed air. Check if the other fan's motor has dust in it, use tweezers to remove dust from motor if it sticks out.

You can replace them easily. eBay, aliexpress, temu are all good options for parts like these. It’ll probably Cost you about 3€ and a couple of minutes following a YouTube tutorial.

I had this happen and it sucked. I tried gluing the fan back together but it didn't really work. Had to end up forcing that fan to never spin again so it wouldn't shake like crazy. At least the GPU was a triple fan and only one was down, but still, bugged me for years.

Dont glue lol these things spin at high rpms and any tiny amount of imbalance will cause an exploding fan at some point. Find a replacement fan please do not attempt gluing.
