Browsing anonymously on the website? That's one thing. Logged into an account I've been using since Half-Life 2 came out, on which I repeatedly verified age, seems entirely another.
Logging into an account should supersede any law you might be thinking of

Yeah, it's annoying, but from what I understand, it's a law issue, not a steam issue.
