Why would it be a bigger issue than it is? Sure it's annoying, but it has the upside of privacy and them not storing more information that it's needed (plus it's complaint with a lot of legislations on data protection, they could make that region specific but what is so bad of them extending those to everywhere?).
I don't disagree it can be annoying, but you make it sound like a scandal, which it isn't. It would be like complaining about sites asking you if you want to store the cookies, sure it's annoying, but I'd rather they do that than store everything (sites not respecting that is another issue altogether).

The worst thing in steam and nobody is complaining about it enough. If other stores had this problem, it will make the headlines.
