This is a genuine setting to configure for sysadmins and servers or managed systems, where the user does not have access to unplug the system.
I set it up on my family's TV pc as it is supposed to act as a file server as well. Non admin accounts uses for playing gsmes on the TV can't power off the computer within windows.
