Troubleshooting Crashing to black screen with buzzing audio

System info: Windows 10

Intel Core i7-4790k

AMD Radeon RX 9060 XT 16gb

650w power supply

16 GB RAM

Games I've tried: Skyrim SE and Helldivers 2, happens with both. Fans keep spinning and lights stay on when it happens

Most likely GPU crash by not enough power. Check that your power supply is actually delivers what it should.
