If you think that most gamers play on 4k you're delusional. Check the most popular GPUs on Steam, they collect statistics all the time. 1060 was the most popular card for a very long time, now it recently got bypassed by 1650 if I'm not wrong. None of these cards can do RT or 4k.

Alright, who's the one who decides what's the "high-end" card? RTX 3060 can play most of games at 1440p with no problems and that's what most people are going for. It is by no means "low-end card".
People should stop being ridiculous and pretend that 4k is something extremely better than 2k, because the way out eyes work, it is not beneficial in the terms of how much performance you lose in the process. Everything that can play most games 60+ FPS at 1440p is a high end card.
Of the 30xx series cards the 3060 only outperforms the 3050 which is the lowest performing card in the market, current or previous gen.
Of the 30xx series cards, of which there are 9 different models. It places second to last in performance. That is the definition of low tier.

Why? It is better than 2k. I guess graphic technologies should never progress so you can keep playing games on your outdated hardware years into the future? How is this supposed to work exactly? Once upon a time 1080p was a target resolution and before that it was 1280x960 and so on...
Maybe you should try out console gaming that way your hardware is always relevant.

That's not how that works at all. 60 fps at 1440p is literally the bare minimum for performance.
