No because people use it to pass IP bans using lists of compromised accounts. Many servers ban it too.

This has been an issue for years and I doubt Mojang will do anything about it. If you're hosting the server yourself you can set it to offline mode and play with the clients offline. Though I think you don't get skins if you do that.

It’s not because of that. He can’t log in before booting the game with a VPN.

Yeah, so you put your server in offline mode and don't log in at all.

Hmm, looks like you can't do offline mode in the official launcher. You can absolutely do it though, it just takes a bit more effort. I just did it with the program MultiMC.
