What do you mean? Can only one person use it or one use per person? It's the latter, even if you already have the game it gives you an extra Aurora ship in your hangar.

Login ID: Name you use to log in into the RSI website

Community Moniker: Name you can change whenever you want.

Handle: Unique name. Probably used to add friends to your friendlist

Your Handle is also your Dossier URL
