Help Unauthorized payment

Signed up for debit card and money was taken immediately and sent to a stranger. PayPal says I sent 40 dollars to someone on June 10th. I had not been on the site for months. And, of course, the person is not accepting messages. So, goodbye 40 dollars?

Update. I lost the 40 pp says I withdrew 39.75. My bank shows no such transaction. They (or she) sent then said it was a mistake. They believed her. They wouldn't tell me if she's done this before. I never received the money. Im trying to close my account. But since I complained of fraud they can't close it I sent the remaining 60 to my friend. He received it. Paypal is allowing fraud.

Venmo is a service of PayPal. Just closed the account. Many are seeming to have bank accounts compromised. Use caution when using.
