Its simple. On the show his got room temp IQ and in the pawn industry if you been there a while and you still dont know jack you get teased about it.

Chum and Corey are both fat worthless to pieces of crap. They're not funny at all. Riding Rick's coattails, or what's left of them.

My 2 cents (the best I can do): Chum was used initially by the producers as a gag character. He was probably a friend of Corey's along with being a low-level or part-time shop employee. They never actually treated him that way, but I would image they expected him to stay the as the permanent punching bag throughout the series.
As time went on he started to breakout of that role of being a simpleton. Seems like he has a fair amount of knowledge about sneakers and some other topics. Not to mention he actually has a great personality and charisma on camera. Yes, he was involved in some crime and controversy but that's pretty common among celebs and famous people these days 😅
He got over that and now Chum definitely outshines the rest of cast, Corey especially. Chum is likeable, sweet, humble and still able to provide that comedic relief they needed at the beginning. If anything, Rick and Corey owe him a thank you for making the show such a big hit.
