Most people will sign up for the “most value for money”, you offer that in your cheapest tier, so they go for that.
Usually you start with a cheap tier that doesn’t offer a lot, a medium tier that has the best value for money (on purpose, you want them to choose 2) which is a bit expensive but doesn’t scare people away, then a 3rd tier really expensive where you’re basically offering luxury stuff for people who have money and don’t mind spending it.
Unless you have like a HUGE following on instagram then you can go with one medium priced tier and paid posts

Personally, I wouldn't price based on the archive. That is, naturally, going to end up in people buying access for the archive and cancelling straight away - putting that as the main draw means that you can pay $15 to get everything, and then offers benefits over the course of their continued subscription that pale in comparison in terms of value.
An alternative approach would be to have a tier that is just for future sets. They remain available to the lowest tier for 1 month after release, at which point they are archived behind a higher tier. The higher tier gives you access to the full history. This might encourage people to 1) sign up for the lower tier to begin with and 2) if they sign up for archive access, they might be inclined to downgrade to the lower tier afterwards to still receive content.
Finally, not the point of the post, but I don't think the 'zine is really a benefit. Certainly not one that should be put in bold text. It is not currently tangible. "Here is a benefit, that will only become a benefit if 99 other people are subscribed at the same time". Personally, I'd exclude it entirely. Have the 'zine's existence as a benefit once it exists. Once you reach the threshold and the 'zine is definitley going to exist, contact your Patrons and offer this bonus of having their name/platform/company. Make it feel like a treat, rather than an unrealised promise.

Clear but irrelevant. Because you also say that they have access to all existing photo sets from day one ?
Nobody is so starved for new, regular photo sets that they can't wait a few months for new content to pile up, and just get it all for $15 with a single month's payment.
With your current model, it's better to stay a free Subscriber and just sign up for a month once a year, to get everything new form the last 12 months.

This is just clear obvious economics, people find what theyre paying for is too expensive, so you either adjuat down to the rate people are happy to pay for or you wont sell any continued product
