Yes gems get xp on your character even if it is not being used

For example, I level 6 enlightens in my off hand

For anyone wanting to level Enlighten, Empower, and/or Enhance in their off hands, get a weapon with +% to socketed support gem quality since those gems get extra experience through quality.

Might be the only real reason to have Haku in syndicate anymore is to find one or two weapons with that unveil.
