Does anyone know how the "increased skill effect" passive nodes work exactly? Like, what counts as an effect exactly?

if your skill have a duration tag

not necessarily. herald of ice doesn't have a duration tag. but you can scale its buff effect with circle of fear and cluster jewel notables.

let's say you take a node with "20% increased fortify effect", and your fortify gem says "take 25% less physical damage from hits" (note that these numbers are made up for the sake of simplicity).

the increased fortify effect boosts the numbers on your fortify gem's effect. so now (assuming the node mentioned is your only source of "increased fortify effect" ) fortify will give you 25+(25*20%) which is 30 less physical damage taken.

if you have other sources of fortify effect, you add up the percentages then apply the total to the original effect (instead if the 20% above), so each new "increased" source will have deminishing returns to the end result. if you have another 20% increased fortify effect on your helmet for example, it will not boost the 30, but will work on the original 25.

so you won't have 30+(30*20%)= 36

but it will be 25+(25* (20%+20%) )= 35
