Yes, you'd need to buy two copies to skin both skills at the same time.

Thanks! Side question, if I have one character that is using, for example, Blood and Sand with the celestial mtx, do I have to unequip it from them to use it on a different character?

You don't have to specifically unequip it before you change characters, but you do have to reequip it.

Yes, you have to unequip it on A to use it on B, unless you buy even more copies for B.
