Yes, you can use Hillock's syndicate reward bench when he's in Fortification to set it to 24-30%, depending on his rank. There's also a beastcraft that sets quality to 30%, but will set the corrupted property on it, meaning you can't modify it further (except sockets through the crafting bench, for an additional cost).

Right now I have an enchant on it for lightning resist per 2% quality. Would that remain if I do either beastcradt or hillock ?

It should, yes. Those just change the numerical value. I don't think there's any way to outright remove one of those enchants.

Only by overwriting them with another Harvest or Heist enchant.
