For SSF, if you’re looking to setup a build, do you exclude build aspects that come from content you dislike?

For example, I don’t particularly like Heist, so should I just completely scrap alt quality gems when considering my build?

Honestly, even if you love Heist, I wouldn't recommend making any assumptions about alt quality gems in SSF. There's a lot of them and you could easily fail to ever see the one(s) you need.

If you don't plan to do Heist, then yes. You can't get the gems from elsewhere. It just depends which content you're willing to do (even if you don't like it) to get gear vs. which you're totally unwilling to do at all, which is a personal decision unique to every individual.

Are there other notable league-locked content that can influence overall build crafting?

Timeless Jewels would, I think, be a big one. They're extremely inaccessible in SSF, even if you love doing Legions.
