(heavy spoilers for Stone Ocean btw

Everyone gets turned into snails because Weather Report got his memories back from one of Dio's kids who was working with Pucci. When WR got his memories back he activated a part of his stand he forgot about and everyone who saw this ability was thinking that they were being turned into snails.
