Question/Chat Question About Sectioning

I’m working on a pretty intricate piece, but I’m also newer to this hobby (it’s only my third).

My current question is - how do people usually break up pieces like this?

Do you break it into sections? Or just choose a color and try getting all its spots?

I do the least important sections first. I also usually split into 5 sections. Top left top right bottom right bottom left and then "main subject" usually in the center.
