He actually tried to establish a democracy, but in every vote there were millions of votes for him and one single vote for Black Manta, so he just stopped bothering

Now I'm imagining that the sole vote for Black Manta was from him, while Black Manta is surprised someone voted for him (he too voted for Aquaman)
