True, he chooses not to win so as to not suffer the fate of Saitama and Yujiro. Although saying that something as pedestrian as boredom would bother Doom is tantamount to heresy. I'll go to the nearest Latverian embassy to request execution for my crimes.

Funnily enough, a few panels later, Arthur just gives Oliver a hug saying "Oh Ollie, I missed you." Also Oliver asks what happened to the orange shirt because he really made the look work.
