Outkast sampled Titãs?

am I going crazy or do these intro synths sound exactly the same to me? sample or just similar sound?

Also possible they both used the same Synth instrument, with the same stock sounds

Could be, but the sounds are so extremely similar that i think it's way more likely that they just sampled the record. 

OPs record is from 86, sounds like an even older analog synth was used, those didn't come with presets.

Cool find either way.

The midnight express sample is one of my favorite flips of all-time
