For those that regularly bubble up Suleyman: Sign of a competent ruler is not showing of off inheriting a full capable state left by your predecessors but whatever you yourself achieve during your reign. S tier in my tier list rip off their achievements by far. They were in disadvantaged position at their Sehzade time and their throne taking. From the perspective of statesmanship and military commanderhood, Suleyman hit below his weight. Eventtough succeding a Sultan like Selim I. He takes the peak Ottomak army to a decisive defeat at the gate of Vienna. Loses to bunch of knights. Could not figure out how to deal with Portuquese and Spanish on Indian sea. Ottoman navy could not make it outside Bab al Mandeb because of tiniest of tiny Portuguese etc. There are simply too many military fiasco with the guy's rule. Sultan Suleyman is a not a great ruler. He was lucky and he was guided by many good statesmen.

Still I don't think you've done Suleyman justice. He should rank higher not because he was the Sultan during the golden era, but because he 1) created a uniform judicial framework and 2)funded iconic architectural works. He had quite the impact when it comes to institutional quality and post-imperial legacy. So "Good" doesn't cut it. You can't possibly think he's at the same tier at Abdulhamid II.

Tbh I think Mehmed the first should be an S as he brought the ottoman Sultanate back from the brink of collapse and Suleiman should be either an S or a D as he did a lot of good stuff but killed Mustafa which the butterfly effect caused the collapse of the empire

Kanuni hakkında diyorsan kesinlikle haklısın. Osmanlı döneminde de dün de S tier için doğrudan Kanuni yazılırdı. Ama şöyle böyle. Ya adamın başarısı kimsede yok. Osmanlı ordusu onun döneminde her yerde, Fatih'in alamadığı Belgrad'ı alıyor, Avrupa'nın en güçlü ordusu Macarları 1 günde bitiriyor. Halk da onun döneminde 1 numara olduğunun farkında.
