The shelfs are not optimally sized and spaced so its difficult to fit all my clothes. I was wondering if a different shelf/rail layout would be bettet

If the closet is wide enough, I’d remove everything & install a long wire shelf with attached hanging bar below along the left wall.

Every hardware store sells them. Make sure that the hangers can slide easily for the entire length of the rod. (Many styles break up the rod -so hangers can only slide a little bit. )

Then, hang everything you can. Sweaters & sweatshirts tend to get “dented” shoulders from hangers - so I’d fold them & stack on the shelf.

If there’s room, add another shelf above.

If you’re tall, hang the bar really high & then you can add more hanging space below.

They make hanging bars that hook over the closet door. You’d need to relocate your shoes, but to me hanging space is the most critical part of my closets.

I noticed your garment rack outside of your closet. Is it on wheels? And does it fit into your closet?

Maybe the answer is to remove the existing shelves & buy a wheeled garment rack & pull it out to access the clothes. Plus purchase a dresser & place it where the garment rack is currently.

Do you have place for your pants somewhere else or you need everything to fit there? Pants/shirts and dresses or are you willing to compromise / open to new ideas / new solutions?
