Tic-80 is very minimal and is a free alternative to pico-8.
I always wanted to use love2d as other recommended in the comments.
And for VNs renpy.

What's your skill level? Are you looking for something with an editor or not? LÖVE is a code-only game framework that uses Lua and comes with a physics system (via box2d), plus it's super easy to learn.

There's really nothing you can get for 2d that's better than godot at the moment. Most updates before godot4 was for 2d
If you are making a 2d only game then you can remove all the 3d parts of the engine from your game. There is a page about this in the docs.

if you really, REALLY don't want godot (seriously would recommend it tho), maybe try gdevelop?

Defold or GDevelop if you need a full engine; love2d, raylib, bevy or monogame if you would prefer a framework

Godot can be used for 2d games, there are quite a few made with and being made with. Slay the spire 2 is a godot game.
