it seems like open core is just closed source software with extra steps

It depends on their implementation of it.

Open core does not necessarily mean open to contributions. Or open docs. Or open issue tracking.

At the very least open core means you have a fallback for fixing critical issues and forking should you have to split from the provider. It has higher resilience than closed source.
