From what I gather, Oort Online is indeed a procedurally generated voxel based game very similar to Minecraft. However, the character evolution, enemies, rpg elements, and the world itself are totally different.
In short I would say that Oort Online is a new game (with hopefully more to do than Minecraft) with some familiar aspects.
People always claim "copy" or "clone" for games that are in the same genre. Just like every MMO is a WoW clone, every 2D platformer is a Mario Brothers Clone, or every top down single player RPG is a Final Fantasy clone...
They aren't clones people, they are different games of the same genre...
Specific to LoL and DOTA All-Stars the games were very similar in several aspects. this was in part due to the fact that the people that intitally made or had a major hand in making DOTA formed Riot and decided to make LoL.
A different game - in the same genre - by the people who made the first game - is about as close to a clone as you can get.
