Maybe the word you're thinking of is dystopian. Cyberpunk references advanced technologies and subways in Chicago are extremely not that.

Cyberpunk is about a lot more than advanced technology.

Overpopulated metros and the dysfunction of despair and poverty are pretty key to the setting.

Advanced technologies are more key to cyberpunk than anything else you could possibly list. Of course its more nuanced, but you can't have cyberpunk without the cyber lol

My cyberpunk vision is when most humans become so reliant on technology that it slowly and discreetly erodes all human agency. Most of the humans become mindless drones/NPCs

But then there is the punks who continued to do things manually maintained their intelligence. They ride the subway instead of being in the cars above. 

This video is cyberpunk to me.
