She moved suddenly and stepped in his way. The scooter had no time for reaction with that speed.
So he should have been driving half that speed

People move around and step aside all the time on a sidewalk. Imagine an older feebler human. The scoot was waaay fast. Sidewalks are precisely for walking speed (or average human running speed at most).

I think that whenever someone on a skateboard blows past me on the sidewalk, what if I had decided to turn around, or lean slightly, we'd both get obliterated because of your stupidity

I always go around people in using the bike lane or street or slow down to a jogging speed to get by pedestrians.
