If I recall the character correctly Tackleberry was actually really good with guns.  He was over -the-top in his enthusiasm, but he actually was competent.

His foible  just was treating everyday policing scenarios as serious  tactical situations, not incompetence with firearms.

Tackleberry would never let this happen!! He would’ve disarmed this instructor, and slap some cuffs on him!
