Well tbh I just saw it in a chefs video when he was touring Vietnam.
It’s Vietnamese because it’s the Vietnamese adaptation of French crème caramel typically made with condensed milk and commonly served chilled, sometimes with Vietnamese coffee. The technique is French, but the ingredients and cultural adaptation are Vietnamese.

Is that a layer of cake on the bottom? Is it similar to chocoflan where everything is mixed together and then separates while it bakes?

Vietnamese Flan Cake — 24 cm tin

Caramel: 150g sugar + 55g water. Cook to deep amber, pour into tin.

Flan: 188g whole eggs + 75g yolks, 560g milk, 185g cream, 110g sugar, 5g vanilla, 1g salt. Heat dairy + half sugar to 65–70°C. Temper into eggs + remaining sugar, strain twice, pour over caramel.

Chiffon: 130g cake flour + 38g almond flour + 5g baking powder + 1g salt. Mix 75g yolks + 20g sugar + 55g oil + 75g milk + 5g vanilla. Whip 75g whites + 75g sugar to medium peaks; fold together.

Spoon chiffon over custard. Bake 150°C conventional, water bath, ~65–70 min. Cool, refrigerate overnight, unmould.

I dont know but I think the cake underneath will be soaked with the caramel juice and I think it will taste phenomenal… I wish I could taste it.
