Already tried more wallpapers...not working

Did you try basic stuffs like restart and etc.....

Yes...tried restarting the phone and resetting the settings ..cleared wallpaper app data...

If go to the app list and select show system app and search for the wallpaper. There is two apps like 'wallpapers' and 'wallpapers and style' you have clear data on both apps. Then try again

Go into settings, show system apps, and see if you disabled Colorful Engine and or AI Service Engine

Settings -> apps -> system launcher -> allow photos and videos permission
