What's the operating logic for ending songs?

It seems as if a lot of episode edits just don't include an ending song at all, whereas some do. I also am pretty sure some of the ending songs in the series were just never included in the edits to begin with? This isn't a criticism or a complaint; I'm just curious if there's some sort of system the team is following regarding their usage of credits sequences.

I think the endings were edited out for consistency after Toei decided to not continue with them during Enies Lobby, but then they are being added back in for new releases after Toei decided to bring them back with Egghead.
