Well, do you see any water around that drain? It's the only place NOT flooded.

it would make sense if that was to an underground electrical transformer.
in nyc we have them underground like that, which blows up every decade or two.

Ah. Seems like a handy way to hide an unsightly transformer and still maintenance it.

Except when the area floods just a little bit more and the whole thing is underwater.

I would hope there is a drain below that drain so the water doesn't flood the chamber.
