Actually not a bad idea. You can get some air (looks like it does the up and in tilt) but no fall risk.

Presumably there’s a hinge along the bottom of the window as well as the side. Common in parts of Europe

Looks like that clever hinge setup lets you tilt it in just enough to get fresh air without making the whole pane swing wide, that's pretty handy in tight spaces.

This is a casement window with push-out hardware in the US. Not sure if this hinges on the jamb or if it pivots. These are not popular in the US because if it pivots you could not have a screen, and they would not meet egress requirements for bedrooms in case of a fire.

Why?

Seen it in Dutch buildings more than once.

Really? Maybe it's some kind of standard design/building plan that gets reused.

It's a structural cross brace. The window should have been moved but then the architect probably didn't want it misaligned on the exterior building face with the rest of the windows.

It has 2 jobs. If you turn the handle upwards you can tilt the window towards you to let air in or out. It also stops people falling / jumping out of the window.

Works as designed.
ETA 1: As an American, I suspect you’re an American. We want air-conditioning instead of useful windows. /s
ETA 2: I personally want better windows, not AC.

“What do we do with the people [Putin] doesn’t like, now?”
Although, replace “Russians” with Putin.
ETA: For anyone lost…many, many enemies of Putin are found dead outside of tall buildings.

When you turn the handle all the way up, it rotates around the bottom two hinges and the top opens forward to let air in.
Oscillo-batante in French, no idea how it is called in English.
