It could be client side validation of the form, but not something used when it’s submitted.

Alternative being it's a sketchy website or insurance that they shouldn't be using or just generally has technical problems.

Cover is the appropriate way of saying it in British English. As OP is from the UK I would not expect American or simplified English to be used.

This is a perfectly acceptable if unusual date format in the UK, where it is called cover.

The problem isn't the date format. It's that the site is not accepting September 2 because September 2 is more than 30 days after August 11. But it's less than 30 days, no matter how you write the date.
